Encouraging Taiwan firms operating overseas to invest at home is the key goal of a two-year program being mulled by the ROC Council for Economic Planning and Development. “Business environments in many Asian economies, especially mainland China, have become less attractive with rising wages and increasingly restrictive regulations,” CEPD Minister Yiin Chii-min said during a briefing Aug. 30 at the Presidential Office in Taipei City. “This is a great opportunity for the central government to encourage Taiwan firms to make investments islandwide while boosting business activity levels and the economy.” Yiin said ROC President Ma Ying-jeou has directed all relevant agencies to map out complementary measures in this regard. Under the CEPD plan, targeted firms include those with significant economic scale and added value; key positions in the global supply chain; and internationally recognized name brands. The minister said the council is also considering a tailored regulatory easing, permitting investors to employ more foreign labor, slashing tariffs on equipment, assisting with land acquisition and subsidizing training for 500 to 1,000 software R&D professionals per year. According to Yiin, a complete proposal will be submitted to the ROC Cabinet for approval by the end of September, with implementation set for later in the year.
