The first Taiwan-EU consultation on human rights concluded March 22 in Taipei City, underscoring the commitment of both sides to advancing universal values.

Minister without Portfolio Lo Ping-cheng headed Taiwan’s delegation to the one-day event, while the EU representatives were led by Mercedes Garcia Perez, head of human rights at the European External Action Service—the EU’s diplomatic corps.

The officials addressed a wide spectrum of issues spanning the death penalty and gender equality as well as fair treatment for migrant workers and members of the lesbian, gay, bisexual, transgender and intersex demographic. They agreed to advance discussion and cooperation on the topics as well as hold a human rights consultation in Brussels next year.

According to a joint news release issued by the Ministry of Foreign Affairs and the European Economic and Trade Office in Taiwan, the two sides reaffirmed the shared values of human rights and the rule of law. The EU also commended Taiwan for its progress and continuous efforts in striving for a more gender equal and LGBTI-friendly society.

Perez praised Taiwan for its far-reaching human rights agenda. “We’re very encouraged by the role that Taiwan plays in the region as a beacon for human rights and democracy,” she said, adding that the EU supports its efforts to export good practices.

Taiwan’s voluntary incorporation of U.N. covenants into law was highlighted at the consultation. Both parties also discussed the idea of establishing a national institution dedicated to human rights research and promotion.

The EU noted its longstanding position that the death penalty is inhumane. It also welcomed recent actions to raise awareness of migrant workers’ rights in Taiwan and encouraged the enactment of further regulatory steps to bring local practices in line with international standards.

Taiwan requested that the EU invite local representatives to attend future conferences or forums so as it can better share its experiences with the international community. (KWS-E)
